How a project gets on the map

01 · Collect

Read the record

Local agendas, zoning cases, permits, utility filings, company disclosures and local news.

02 · Resolve

One campus, one entry

Records that describe the same project are matched, so each campus counts once.

03 · Review

Stage from documents

A permit doesn't mean construction has started, and construction doesn't mean the site is running.

04 · Publish

A limited public view

The preview shows a fixed set of fields. Every fact we publish links to its source.

About the preview

What is the Ground Signal Atlas?

A research preview from RegLayer's Ground Signal team: a map of US data center projects and local governments that have paused or restricted data center development. It is a dated snapshot of our project and local-policy research.

What do the stages mean?

Proposed: an application, filing or announcement, not yet approved. Approved: a required local or utility approval granted. Under construction: site work or construction reported. Partially operating: some buildings in service, others still being built. Operating: in service. On hold: paused, deferred or in litigation.

What does "latest action" mean?

The most recent dated decision or filing we hold for that project: a vote, a permit, a utility order or a company announcement. The full history is in the subscription.

How are moratoria shown?

At the government that adopted them. A county moratorium shades its county. A city, town, township or village moratorium is a dot, and does not shade the county around it. Extensions of the same moratorium count as one place.

Can I reuse the data?

The map runs on open-source mapping software and OpenStreetMap base maps. The project and moratorium data is RegLayer research. You are welcome to view, link to and cite the preview with attribution. Bulk copying, scraping and redistribution are not permitted.
